The Certificate in Local Council Administration (CiLCA) qualification is a Level 3 foundation qualification that provides local council staff, such as clerks, with a broad knowledge of all the aspects of their work including roles and responsibilities, the law, procedures, finance planning and community involvement. This qualification will take approximately 12 months to complete and is administered by the Society of Local Council Clerks (SLCC) as part of the sector framework of qualifications.
The Tutorial dates, through Zoom, for this updated course are;-
25th February 2026. 9.30 – 10.30 – Pre course information prior to registering with SLCC
5th March 2026. Session 1. 9.30am – 1.00 pm. Introduction. Unit 1
23rd April 2026. Session 2 9.30am – 1.00 pm Review work, Unit 2
4th June 2026. Session 3 9.30am – 1.00 pm Review , Complete Unit 2, Start Unit 3
16th July 2026 Session 4 9.30 am – 1.00 pm Review, Complete Unit 3, start unit4
3rd September 2026. Session 5 9.30 am – 1.00 pm Complete Unit 4 and Unit 5. Review
All students will be required to complete a Training Analysis form and Confidentiality Agreement form prior to the Pre Course session.
This will be delivered online by tutor Kim Bedford, please join from a PC, laptop or tablet rather than a mobile phone. This is to ensure you can see the screen properly.
An email will be sent to all delegates providing the joining link details for these sessions 24 hours prior the start of the event. Please ensure you have receipt of this within normal business hours on the day of the event or contact the Hampshire ALC Team to avoid any disruption to your accessibility of the session.
