This course, run in partnership with national housing charity Shelter, provides a complete understanding of when a European Economic Area national is entitled to welfare benefits and tax credits. It has been updated to take account of Brexit and the national rollout of the Universal Credit full service.

By the end of the course participants will:

  • Know who is covered by European Union law;
  • Understand the different residence tests for different benefits;
  • Know which groups have a right to reside;
  • Be able to advise on the main factors that are relevant in establishing habitual residence;
  • Understand residence rights for workers, self-employed people, people with retained worker status and family members;
  • Know when someone has a permanent right of residency;
  • Be aware of recent developments in legislation and how European nationals are affected;
  • Understand the implications of Brexit including options under the EU settlement scheme;
  • Have access to advice regarding any course-related question for 12 months after the course.

Methods of delivery
This is a practical course. It is delivered using a combination of trainer presentation, group work and exercises, case studies, group discussion and games.

Intended audience
This course is for people working with benefits and non-British European nationals. No previous experience is required although a working knowledge of the wider benefits system is helpful.
